Future of Special Education in Wiltshire - Update Feb 2020

Wiltshire Council consulted on proposals regarding the future of our schools in the north of Wiltshire in September 2019. These proposals were then taken to a Cabinet meeting in November 2019 before being submitted to the Office of the Schools Adjudicator (OSA).


As a result of comments made during the consultation period, the November Cabinet meeting agreed some changes to the proposals published in September. The WPCC provided updates on its website which can be seen [HERE]. The changes that were agreed at the November Cabinet meeting reflected the views expressed during the consultation period. There have been no further changes to the approvals that were agreed at the November cabinet meeting.

The OSA would like to see the changes that were agreed at the November Cabinet meeting reflected clearly and simply in the statutory proposal upon which they make a judgement. As a result, Wiltshire Council is withdrawing the original proposal that was submitted to the OSA and publishing revised proposals that describe these changes clearly, to ensure that all stakeholders and members of the public have been able to comment on the understanding arrived at in the November Cabinet meeting.

The OSA will only be considering the specific proposal, which is to bring together St Nicholas, Rowdeford and Larkrise special schools as one school on three sites. The OSA does not make a decision on the wider proposals which have already been agreed by Wiltshire Council. The wider proposals that Wiltshire Council has agreed are to:-

  1. Build additional capacity at the Rowde site
  2. Reduce overcrowding at the Trowbridge and Chippenham sites
  3. Invest 33 million into the project
  4. Develop a wider system of excellence for SEND
  5. Develop post-16 provision
  6. The future statutory review of sites

Comments/objections will not be collected via the email address. In compliance with OSA regulations, this will be a four-term-week representation period for comment on the proposals which must be in writing, therefore there will no face to face or webinar sessions. The representation period closes at 5pm on Friday 6th March 2020.
